For a minor crime, like a petty theft, in developed countries you get a minor punishment (normally). But it is North Korea, folks, so you gotta be smart about it if you choose it as your travel destination or you will pay a high price for your stupidity.
This is the case of a 21 year old student Otto Warmbier from University of Virginia who has been recently sentenced to 15 years of hard labour in North Korea for stealing a propaganda sign from a hotel where he stayed in January. And this stealing is considered crimes against the state there, so...During the trial that appeared on TV, Otto said that his church group had asked him to come back with some kind of trophy.
