There is a growing trend in schools across the USA where padded rooms have been implemented as “punishment” areas. Kids with behavorial issues are being locked in these rooms for acting out.

I'm betting that these are special education schools and these rooms are not there to punish children but are in fact for their protection. I know parents of severely autistic kids and they will tell you that when their children fly into one of their inconsolable rages, a padded room is sadly the best place for them.
