it's a clever design:
Cyclists avoid a mountain, they don't mind driving 2 more bends if they stay on the same level.
Pedestrians avoid long detours, so they go over the high bridge.
It's actually quite beautiful. 'Muricans won't like it because its "extra" work...what am I saying, most don't walk anyway so the bridge design is moot.
Actually, the bike path can rotate to let room for boat.
The pedestrian path don't move.
That's why it's so high.

I have to agree. Cyclists have to basically stop at two hairpin turns, pedestrians have to climb a steep hill (lovely in the Dutch weather which is never slick underfoot). Most urban places in Holland have a separate walking and bike lane, usually with a curb and slight elevation change. Someone just got artsy here and people were foolish enough to build it that way.
