Since, in the Bond Universe, the 007 designation is issued by the Government - creating a new designation to present the same privileges seems unlikely (albeit in line with government inflation, waste and unnecessary complexity).
If the movies were called 'Bond' (like 'Reacher' or 'Riddick' or all of Keanu Reeves movies) where the titular character is the plot, then you may have a legitimate perspective.
As it stands, while you can hold the view that a black actor playing a super-secret british agent with global 'license to kill' shouldn't happen with the same 007 designation - it still makes you sound real dumb.
There are no black people in Britain? Since there are, and they are likely employed by the government, then it is reasonable for a 007 designation to be granted to one who achieves such proficiency... unless you are arguing that only cis white men can be trained killers?
