No and no. I hire a good professional. He gets the job done. If he breaks something it's on him. I do my own job with my own skills. I don't have time to learn another once in a while job. I spend money to save me effort and time to do what I want to do with my time.

As someone who lives near train crossings, a train can be stopped for some time waiting for the track to clear down the line, so this gives people a chance to get around it. It is not a waste, it is a convenience and a courtesy; and depending on local statutes, it is a regulation.
